Here is a model of the Treasury securities clearance and settlement community, as seen by Bank of California.

The model shows the objects representing participants in the community and their associations.

The Bank of California provides a trade clearance service to dealers. The dealers make trades on their own behalf or for investors. The Federal Reserve Bank of Oakland provides the Bank the service of being a depository for Treasury securities and provides the Treasury the service of acting as agent for the sale of newly issued securities; some of the eleven other Federal Reserve Banks also act as agents for the Treasury. Other clearing agents provide services to other dealers; these are other banks competing with Bank for the clearance business of securities dealers; some of them deal with one of the other Federal Reserve Banks. When the counterparty of Modesto is a customer of another clearing agent, and there is a problem with the trade, the Bank cooperates with the other clearing agent to resolve the problem.
